As per C & R Rule 2021, the Lega Cell headed by a Legal Officer, who is a Rtd. District Judge appointed by the Hon’ble Vice Chancellor which is ratified by the Syndicate of the University. (At present, Sri. Somashekhar C. Badami, Rtd. District & Sessions Judge is working as Legal Officer).
Legal section consisting of one section officer, One Assistant/Typist, and one Attender.
Panel Advocates.

Monitor of pending cases and also legal matters before various courts and forums though the Panel Advocates.
To give legal Opinion to the Administrations of RGUHS on all legal aspects for the smooth discharge of the duties by all sections within the corner of law.
Representing in Examination Lapses Committees and also other committees constituted for various legal necessities.
To attend the meetings of University and on request to attend the Government meetings along with authorities to advise them on legal aspects.

The Notification dated 17-11-2023 deals with the Guidelines for dealing in respect of the court cases/litigations by or against the University to follow the same by its stakeholders.
The Notification dated 14-8-2015 relating to fees structure to the Panel Advocates (It is applicable to the cases entrusted up to 31st March 2025.)
Notification dated 1-4-2025 relating to revised fees structure to the Panel Advocates.(w.e.f. 1-4-2025).
The decision of the Syndicate in its 174th meeting (Table Agenda No-02) about payment of professional fees to the special services of Senior Counsel to handle the court cases.
