To regulate and oversee the affiliation of colleges within the University area, ensuring compliance with statutory requirements, academic standards, infrastructure adequacy, and financial stability, thereby safeguarding the quality and integrity of higher education.



• Core Functions:
  • 1. Application Processing
    • Receive and scrutinize applications for affiliation within prescribed time limits.
    • Verify completeness of documentation and statutory assurances.
  
  
  • 2. Pre-Affiliation Review & Inspection
    • Educational need and suitability of locality.
    • Conduct local inquiries and inspections to assess:
    • Governance under a constituted body.
    • Adequacy of buildings, student residence, welfare, and supervision.
    • Faculty strength, qualifications, and service conditions.
    • Library and laboratory facilities (where applicable).
    • Financial resources and fee regulations.
    • Provision for residence of Principal and staff.
  
  
  • 3. Coordination & Recommendations
    • Facilitate examination of applications by Academic Council and Syndicate.
    • Submit reports and proceedings to the State Government for final recommendations.
    • Ensure University orders specify courses, duration, or grounds for refusal.
  
  
  • 4. Affiliation & Course Expansion
    • Grant affiliation only after Government recommendation and University approval.
    • Apply the same process for addition of new courses.
    • Enforce intake limits; declare admissions beyond sanctioned capacity invalid.
  
  
  • 5. Monitoring & Compliance
    • Obtain reports and returns from affiliated colleges.
    • Conduct periodic inspections to judge efficiency and compliance.
    • Direct corrective measures where deficiencies are found.
  
  
  • 6. Recognition of Institutions
    • Process recognition of research or specialized institutions.
    • Recommend withdrawal or modification of recognition if conditions are not met.
  
  
  • 7. Withdrawal of Affiliation
    • Initiate motions for withdrawal or modification of affiliation rights where colleges fail to comply.
    • Ensure due process through notice, representation, inspection, and Senate approval.
    • Forward proposals to Government for final orders, with grounds clearly stated.
