An "Expert Committee for Health Manpower Planning, Production and Management" was constituted in 1985 under Dr. J.S. Bajaj, the then professor at AlIMS. One of its recommendations was to establish of Health Science Universities in various states and union territories. The report (Clause 6.2.2) asserted that, 'there should be a unitary organization to prescribe and monitor the standards of training of all constituent manpower involved in the delivery of healthcare as a team, for the same reason there should also be a physical environment where all faculties can interact to provide a model experience for the future functioning of such healthcare teams. This can only be made possible by the creation of Universities of Health Sciences'.

Thus, Rajiv Gandhi University of Health Sciences, Karnataka a premier Health Science University in India was established on 1st June 1996 at Bangalore by the Govt. of Karnataka through its enactment of Rajiv Gandhi University of Health Sciences, Karnataka Act 1994 to encompass all the existing health science colleges and institutions which were earlier affiliated to the conventional universities in Karnataka with a purpose of ensuring proper and systematic instruction, teaching, training and research in modern and Indians systems of medicine.

At the time of inception about 210 Colleges and Institutions were incorporated under the new university’s ambit. Since then RGUHS has steadily expanded its network of affiliated institutions across medicine, dentistry, nursing, pharmacy, Ayurveda, Homeopathy, Unani, physiotherapy and allied health sciences. Today RGUHS oversees nearly 1,500 Affiliated Colleges and serves well over Three Lakhs Fifty Thousand Students, a reflection of the university’s role in scaling health-professional education in the state

Governance of RGUHS: Rajiv Gandhi University of Health Sciences, Karnataka is guided by a strong and accountable governance structure that ensures transparency, academic excellence and efficient administration. The University is headed by the Chancellor (H'ble Governer of Karnataka), supported by the Pro-Chancellor (Minister of Medical Education, Govt. of Karnataka) and the Vice-Chancellor, who provides overall academic and administrative leadership. The governance framework further includes the Registrar, Registrar (Evaluation) and the Finance Officer, who oversee the university’s operations, examinations, and financial management. Policy decisions and academic directions are shaped by the Syndicate, Senate, and various statutory academic bodies, collectively ensuring that RGUHS functions with integrity, quality, and progressive educational standards.
